Please allow a retailer to have the option to add two factor verification

Description

It is important that two factor verification is optional for retailers. I do understand that See's Candies require this. However, most companies will not want this. For this reason let us make this a retailer configuration.

This should be a configuration option to add the 2factor. We should not apply features globally.
