Deactivating a Card from Ziska Catalog or Publisher Catalog is not working

Description
When a Ziska or Retailer Admin deactivates a card, it still appears in both the Retailer and Ziska catalogs. Deactivated cards should only display on the publisher catalog if the publisher did not deactivate. Here are the conditions.
Publisher Deactivate: the deactivated card should not display on the Ziska Catalog or retailer catalog
Ziska Admin Deactivate: It should not be available in the retailers. I should display on the Ziska Catalog to reactivate and view as deactivated. This appears to be working
Retailer Catalog: It should display on the retailer selection to reactivate but not display on their retailer catalog.

Additional testing revealed it does remove the card but it is replaced by error "Retailer not found with id : '0'"

- Priority changed from Low to Normal
The card that I deactivated 2 days ago on 4/3/2026, was automatically reactivated on 4/4/2026 and visible on Ziska Catalog as active as well as the retailer catalog.
